Orientation: It's never explicitly stated what Joe prefers, although he seems extremely close to Sugane out of everyone he associates with in the series. With how he acts usually, I would say he wouldn't mind being with either gender.

Personality:
Joe is an aloof guy, keeping to himself. Even among the G-members, Joe is one of the more quiet members, not speaking up until it's necessary to voice his opinions and even with that he has Namikawa Daisuke voice trait rarely raises his voice. He not as quiet as Utsutsu, though, where she only speaks in short phrases. If it weren't for his general wild-look appearance he takes on outside of work, it would be fairly difficult to notice that he is around because he sits in the back listening most of the time. This doesn't mean he's shy; he can be rude when he wants to.

Joe is fairly smart. He obviously doesn't know everything that goes around, but he works efficiently to get whatever that's in front of him resolved quickly. In the first season, he's shown to leave work around lunch break because he would finish all of the tasks he's given for the day around then. Joe is the one who helped out Gelsadra and Tsubasa to be elected the next mayor for them to achieve unifying everyone's thoughts and stop any kind of violence. While he may not have the creative mind Hajime has (which possibly may have prevented the entire chaos that happens in Insight), he speaks his mind clearly and concisely with the knowledge he has to bring a point across with ease.

Unlike most of the G-members, Joe's perspective leans towards being pessimistic than optimistic. While his pessimism and cynical behavior isn't as strong as in the first season, where he was disappointed himself of how he wasn't good enough compared to individuals out in the world where they had skills that surpassed his, it's still clear he's still distrusting towards the general public. This becomes clear during the G-members' discussion regarding Rizumu's intention with the terrorist attacks. Compared to Rui, who held an optimistic view towards humankind using the Crowds ability, Joe had taken up on the side with Rizumu trying to get rid of Crowds, stating that the power is too early for humankind to use. Regardless of all this though, Joe still has an optimistic part in him, where he dreams of achieving World Peace.

His rarer, hotheaded side comes out occasionally, especially when it comes to self destructive actions such as facing against deadly foes. You witness Joe facing head on against Berg-Katze and Gelsadra on his own despite being warned that he has no chance of winning against them in both seasons. The reason for fighting the opponents are drastically different between the two seasons, with season one being prone to completely disregarding his safety while in season two, it is merely an attempt to prevent the situation from becoming worse. Of course, in both situations, Joe is beaten, with against Katze he's almost killed in the fight, while against Gelsadra, he's saved by Sugane stepping into take the blow.

Joe isn't ignorant of how society views on outer appearances; he dresses himself up when necessary (socializing event, when being at the workplace) to fit the government officer position he held in season one with his hair tied, collared shirt and having glasses on. To fit with his appearance, his speech pattern becomes more refined, as well as being more sociable, than the appearance he takes outside of work environment. This goes a step further when he's seen trying to quit smoking during the first half of Insight, to give a better public view of being the mayor's secretary. At times, it seems like he knows how cool he is as a Gatchaman.

It's difficult to get past the thick front of him being an aloof while somewhat of a nice guy, but once you do you realize he's not as kind as he shows himself to be. Sugane knows this firsthand, where he's been the target of countless teasing and being made fun of. It's a means of showing affection to those he deems to be particularly close to. He pulls little pranks, steps into your personal space to see what you're doing, makes fun of your attempts instead of complimenting it (as with taking Sugane's simple collage during a bus trip)... the list goes on. He's a little shit deep inside, but he doesn't let that show to anyone that easily.

Abilities:
Joe is a Gatchaman! His power mainly consist of creating and controlling fire. When transformed, he has fire spewing out so he can do a lot of damage, and that ability carries over even in human form to a certain extent (like lighting his cigarettes).

The majority of his powers come from the NOTE, which is equivalent to his soul. A mysterious alien named JJ manifested the soul into a shape of a notebook to turn the person into a Gatchaman. This NOTE is the device used to transform the user into a Gatchaman, as well as the one weakness for the user, since it is their soul after all. You can't kill a Gatchaman easily but if you damage the NOTE in some way, the holder will receive heavy/life-threatening damage as well. When transformed as a Gatchaman, the NOTE can be seen attached to the holder's back, which as mentioned, would be the vulnerable spot. Joe experienced this first-hand when he was defeated by Berg Katze, where Joe almost died after Katze pulled his NOTE from his back.

Other than being a part of the holder as well as a transformation device, the NOTE also acts like a communication device, where what you write in the pages will be transmitted to all other holders of their NOTEs. It also has a handy feature of making the user invisible as well (Amnesia Rewind), where it makes non-human things including the Gatchaman invisible from the human eye except to other NOTE-holders.

Joe's G-suit enables him to fly when he spreads his wings from his back. He also has an assortment of attacks he can use listed here, but not limited to the ones listed there already. An extra move he uses in Insight is called "Volcano," where he unleashes a powerful flamethrower attack from his abdomen area.

For a less magical aspect of his abilities, he seems to have an okay aim with darts. He's a graduate of a top-ranking university, so he's also extremely smart that he finishes his work before lunch break.

New face here, name's Joe Hibiki. I'm from the same world as Sugane Tachibana and Hajime Ichinose. Don't remember signing the lease to this place, but oh well--what's done's done, not use crying over spilled milk. Might as well make it worth something during the stay, however long it'll be. If you got any questions about me or the world I'm from, just direct them to Sugane, I'm sure he'll be happy to answer for me. Not much to talk about myself, really.

I'd be lying if I said I'm perfectly fine: kind of at a loss of what to do now. I'll figure out something, I suppose.

You guys have any recommendations of good bars around here? Preferably with one that has darts.

To the family members: Hope you're fine with being on your own, I'm willing to bet it's better than having a guy like me take care of you.


Third Person:
Joe wasn't sure whether to like this place or not. This place had a different flavor of chaos than the one he saw back in his "home world" which was one part of reason he wasn't sure. While it seemed like it was more peaceful than Tachikawa City at first glance, it held its own set of problems. Unlike Tachikawa City, though, Joe didn't have any sort of attachment to it other than his two teammates that are currently residing in this strange place, so his ambition of achieving world peace was having some trouble taking this world into account. Not to mention the owner of this world took his NOTE away. He had even less of a chance to resolve this current situation.

"...'Home away from home,' huh." Joe mumbled to himself, swirling his cocktail glass. He lazily gazed at the small amount of alcohol within the glass in silence for a moment before giving a scoff.

What a joke. It's nowhere like home. Not when his NOTE was now gone. While Sugane and Hajime were here, his friend Alan wasn't. That was probably the biggest difference to him, and that difference made it so much harder for him to adjust to this world. He finished off the glass before taking a cigarette out, lighting it. He took a long drag from it before slowly letting a breath out, watching the smoke disperse into air.

"This is going to take a while to get used to." He told himself, running his free hand through his messy dark green hair in slight frustration before placing the cigarette back between his lips.
